Can you upgrade to the t-mobile g1 without getting the data plan?

I am over my 2 year contract and I can upgrade to the t-mobile g1 for $179. My question is if I can upgrade to the G1 without purchasing the $25 or $35 plans. Would I be able to just upgrade for the phone and not add anything to my contract?
